Repair - Make Full Repair Time dependent on vehicle damage (#8417)
* add variable full repair time

* enable compile cache

* Fix stupid

* cleanup function header

* ignore hitpoints inFullRepairProgress

* fix getHitPointsToIgnore

* don't show repair hint while doing full repair
