Fix various devcontainer issues (#4761)

* Fix various devcontainer issues

- fix dubious git ownership during postCreateCommand
- fix gpg signing in container
- fix local gitconfig in container
- add gitlens extension to devcontainer
- enable plugins in devcontainer

* fix: spelling mistake
