Fix test coverage (#6945)
* append more apps

* set source

* use labels to force full CI suit

* always check for label

* use newer syntax

* remove unneeded carryforward flag

* improve action names

* remove unused upload steps

* enable discovery of locate test

* remove wrong module

* delete all ( :-) )lines for upload

* remove init for now

* add carryfoward back in again

* disable flaky test

* always run finsh step

* deactivate machine test for now
