(Yet another) Fix for dockerfile (#6452) ...

* Fix for dockerfile

- Ensure that core DB packages are kept around
- We can purge the dev packages after building python modules

* Revert "Fix for dockerfile"

This reverts commit 8522ff243e6570e8719ee23ac6936c9fde278b62.

* Update requirements.txt

- Remove psycopg-c
- Not supported unless postgresql-libs are installed as a system package
- Prints a warning message in logs
- Works without it
