fix Windows library dependency issues This commit addresses two bugs: 1) invokeai.py crashes immediately with a message about an undefined attritube sigKILL (closes #1288). The fix is to pin torch at 1.12.1. 2) Version 1.4.2 of basicsr fails to load properly on Windows, and is a requirement of realesrgan, however 1.4.1 works. Pinning basicsr in our requirements file resulted in a dependency conflict, so I ended up cloning realesrgan into the invoke-ai Git space and changing the requirements file there.
