psychedelicious 426a7b900f feat(ui): resize options/gallery panels to min on window resize

Per user feedback, this is preferrable to letting them expand when the window grows.

Also bumps `react-resizable-panels` now that one of my PRs is merged to fix an issue.

backend -- Non-user facing libraries, including the rendering
	core.
configs -- Configuration files used at install and run times
frontend -- User-facing scripts, including the CLI and the WebUI
version -- Current InvokeAI version string, stored
	in version/invokeai_version.py
