896bacf550 requesthandler: Add Compare and Assert
Usable for performing some basic logic functions. Not feature-complete.

81b307e5ad eventhandler: Add InputSettingsChanged
Fired when an input's settings change, like via the properties dialog
or via `SetInputSettings`.

Closes #1157
