Add Global Mobilization Compatibility (#7835) 
* GM Compat

add GM Compat addon - it's #7835 without fastroping & refuel changes
* plus compat_gm moved into optionals
* plus a few whitespace fixes

These are dummy files for p drive to allow building with pboProject (check externals now always enabled) - Normally extracted a3 is still required
