Minotaur and cultist dungeons now offer roughly equiovalent loot.

Minotaur now drops tier 5 weapons and armor instead of tier 4
Mindflayer now drops cultist weapons and armor instead of tier 5
Melee legendaries moved to minotaur
Mindflayer now lonly drops ranged legendaries
