Created function CleanUpManager

CleanUp will now throw an error for attempting cleanup on non-object

CleanUp now uses CleanUpManager

Use "select" instead of if-else for _safePosParams

Removed "DMS_Mission_Arr is empty" logging because it will spam RPT
