Changed: Lantia pulsar locator moved to Phoenix and added a restock timer to it
Changed: EMAC flow controller into general Tier 3 lore spawns
Changed: Removed standardized and normalized suppressors from the random spawns on firearms
Changed: Increased value of the loot on Phoenix
Tweaked: Moved AUR A1 to general Tier 4 (was Athena-3)
Tweaked: Increased lifetime of Phoenix lifeboat event once again (was a temporal measure to the loot issue)
Fixed: Phoenix lifeboat events sometime did not spawn any items
