* rename LoadoutBuilder::new to LoadoutBuilder::empty
* remove LoadoutBuilder::default as Default makes no sense here
* move comments from template.ron to EntityConfig struct
* add FIXME comments to split EntityConfig into EntityBase and
EntityExtension
