Map Tools - Add Vernier Scale and Improve resolution (#8674)
* Adds 4mil Vernier scale to large and small maptools.

* Updates aligned images, adds 2 mil vernier scale.

* Changes vernier scale from cyan to red.

* Increased map tool resolution to 4K
